Toni is the second youngest of Etta Mae and Harold Burrell's seven children. Toni grew up in Bay City with her parents, Etta Mae and Harold, her four older brothers, her older sister Judy, and her younger sister K.C. Toni's childhood friend was Tyrone Montgomery, Irene's son. Toni and Tyrone were best friends. Toni was at the top of the school at police academy. At the beginning, she had a chip on her shoulder and wanted to get into action at The Bay City Police Department. Toni met Chris Madison, a news reporter, at the police department's bowling tournament against the newspaper. Toni and Chris did not click at first. They were total opposites. However, Toni and Chris did come to terms with each other and began dating.
In the summer of 1997, Toni was brutally raped in the parking lot of the hospital. Toni was devastated on how vulnerable she was during and after the attack. Toni moved away from her relationship with Chris. Toni accused Nick Hudson of the rape, and he was found guilty. However, Tyrone, Toni's best friend, returned to Bay City, and proved that Nick was not the rapist. After finding this out, Toni remembered that Chip Rayburn was the one who raped her. Toni set a trap for Rayburn and almost killed him. After that ordeal, Toni began developing feelings for Tyrone. Tyrone broke off the relationship with Toni after believing that Toni was his sister.
In the summer of 1998, Toni and Chris are pretty hot and heavy, and even make love. When Chris takes a job as the Love Lady and keeps it from Toni, she starts questioning their relationship, and the two take a breather. Toni and Chris made up again toward the end of the summer. Toni became jealous of Chris' 'relaltionship' with the Love Lady. Which beagn causing many fights between them, and eventually led to their break up. But like always, they worked through it. The next spring Toni took over the Grant Harrison murder case, and for her efforts she was offered a job in Miami. Assuming Chris wouldn't want to move, Toni broke off the relationship once again. Later Chris proposed, and Toni accepted. They decided to move to Miami together.
